Plumbing Concerns & Troubleshooting

Is it My Leak or the Utility’s? Understanding Responsibility

A small leak can lead to significant water waste and unexpectedly high utility bills. The Clay County Utility Authority (CCUA) is committed to helping our customers conserve water and maintain consistent billing.

How to Check for Leaks

If you suspect you have a leak either at your residence or at the Authority’s meter, please contact us immediately.

A Field Service Technician will promptly check the meter for leaks:

  • Our Side (Meter): If the leak is on the Authority’s side, we will promptly correct the problem at no cost to you.
  • Customer Side (Residence): If the leak is on your property, the technician will notify you directly (in person, by phone, or via a door hanger) so you can arrange for repairs.

Free Leak Detection Assistance

To help you proactively conserve, we offer free leak detection tablets in our main office. These tablets are easy to use and come with specific directions to help you test your toilets, a common source of leaks.

Taking advantage of our services and testing for leaks early can save you from unnecessary and often costly plumbing bills.

Help Stop Costly and Dangerous Utility Theft

Why Reporting Theft Matters

Utility theft is a serious issue that affects every customer. Dishonest use of utility service not only results in higher rates for all ratepayers but also seriously jeopardizes the safety and integrity of the public water supply.

CCUA takes a strict, committed approach to enforcing Florida Statute 812.14(2)(c), which prohibits the illegal use or direct benefit from utility service resulting from unauthorized tampering or altering of equipment. We work closely with local law enforcement and the State Attorney’s Office to prosecute offenders, which can result in misdemeanor penalties (up to one year in jail and a $1,000 fine) or felony charges depending on the circumstances.
